Phishing simulations are a common component of cyber security awareness training for employees, and they are easy to run badly.
The failure mode is treating the click rate as a score and the people who clicked as the problem. Naming individuals, or attaching consequences, produces two outcomes. People become cautious about all email, which slows the business. And crucially, they stop reporting real incidents, because reporting means admitting you fell for something.
That is the opposite of what you need, since the damage in a real incident comes from the delay while someone decides whether to own up.
Run simulations to measure the programme, not the person. Report rates in aggregate. Celebrate reporting rather than non-clicking, because reporting is the behaviour that actually limits harm.
