The importance of cyber security awareness training is usually argued as prevention. The larger effect is on speed, and speed is what determines cost.
Assume something gets through, because eventually it will. What happens next is decided in the first hour. Credentials can be reset, a payment can be recalled, a session can be terminated, systems can be isolated.
Almost none of that is possible after a day, and the most common reason for delay is not technical. It is a person deciding whether to say anything, working out whether they have actually done something wrong, and hoping it resolves itself.
Training that reduces that hesitation is worth more than training that reduces click rates, because the click will happen to somebody eventually.
