What are HR policies and procedures, treated as two things rather than one phrase? They serve different purposes and are best kept in separate documents.
A policy states the organisation’s position and why. We will provide a workplace free from bullying and harassment. Short, stable, and it changes rarely.
A procedure states the steps. Who to report to, what form, what happens next, in what timeframe. Detailed, operational, and it changes whenever a role or a system changes.
Combining them creates a practical problem. Every operational change, a new job title or a different inbox, requires reissuing and re-acknowledging the whole document. Most organisations avoid the effort, so the combined document quietly goes out of date and staff learn it cannot be relied on.
Separate them and the policy stays stable while the procedure keeps up.
