Workplace Health And Safety Training For Managers
Workplace health and safety training for managers has to deal with something the general course does not. Senior people can hold two different duties at once.
The worker duty. Everyone has it. Take reasonable care of your own safety and that of others, and follow reasonable instructions.
The officer duty. This applies to people who make or participate in decisions affecting a substantial part of the business. It is a due diligence duty, it is personal, and it cannot be delegated to a safety manager.
Due diligence includes acquiring knowledge of the hazards, ensuring resources are available to control them, and verifying that those resources are actually used.
Many senior managers genuinely do not know whether they are an officer for these purposes, and the answer turns on their decision-making role rather than their job title. That is the first thing the training should settle.
