Working from HR policies and procedures templates is usually approached one document at a time, and the harder problem is the set.
Issuing twenty policies at once produces one acknowledgement event and no reading. Nobody absorbs twenty documents in an afternoon, and the acknowledgement you hold is weak evidence of anything.
Staging works better. Start with the ones carrying direct obligations, meaning conduct, safety, equal opportunity and harassment, privacy and complaints. Issue those with acknowledgement and give them room. Add the operational set later, covering leave, flexible work, expenses and property.
New starters get the same staging across their first fortnight rather than a pile on day one.
Adapt each template before issuing it, since a policy naming a role you do not have is worse than none.
