The ways to engage remote workers need thinking about differently where those workers are not employees.
Contractors, labour hire staff and field-based workers are frequently outside everything. No access to the intranet. Not on the all-staff email. Not invited to the meeting. Not surveyed, so they do not appear in any engagement result.
That has a safety dimension as well as a cultural one. Work health and safety duties are generally owed to workers in the broad sense, so a person you cannot reach is a person you cannot inform or consult.
Practical steps. One communication channel that reaches everybody regardless of engagement type. Include them in surveys and report it separately. And give them the same reporting routes for incidents and concerns.
