The benefits of a policy management system are easiest to see by listing what a shared drive does not do.
A drive stores the current version. It does not tell you which version existed on a date two years ago, which is the question asked when conduct is disputed.
It does not record who opened a policy, who acknowledged it, or what happened with the people who never did.
It does not reissue anything when a policy changes, so half your workforce acknowledged a superseded version.
And it does not stop local copies, so four versions drift apart across sites.
Each of those becomes a problem at exactly the same moment, which is when somebody says they were never told about the rule they are accused of breaking.
