Compliance Training Framework
A compliance training framework is the governance around your training rather than the training itself. Most organisations have a schedule of modules and an enrolment calendar, and call that a framework. The two are different documents doing different jobs.
A schedule answers what runs and when. A framework answers the harder questions that come up when something changes or goes wrong.
- Where each module comes from. The obligation, contract or risk assessment it exists to meet, named. Modules that cannot be traced to one are worth questioning.
- Who owns it. A person, not a function, accountable for content staying current.
- What triggers assignment. Commencement, role change, promotion to supervisor, incident, or a change in the law. Not only the annual date.
- Who can grant an exception, and how it is recorded. Exceptions granted informally are how senior people end up untrained.
- What evidence it produces, and how long it is kept.
Written this way, the framework survives a change of staff. A schedule usually does not.
Safe Work Australia covers the duty to provide information, training and instruction. This is general information rather than legal advice, and obligations vary by state and territory.
