Employee leave management software is usually configured around a full time employee working steady hours. Much of an Australian workforce does not look like that.
Part time employees generally accrue annual and personal leave on a pro-rata basis according to their ordinary hours. Casual employees are treated differently again, though the paid family and domestic violence entitlement reaches them.
The difficult case is neither of those. It is the employee whose hours change, more than once, over several years. Each change alters the accrual rate going forward without altering what came before, and a system that stores only a current rate will quietly produce the wrong balance.
