Employee performance management tools are frequently bought to solve a problem they cannot reach.
The underlying issue is usually that managers avoid difficult conversations. Poor performance goes unmentioned for a year, then appears in a written review as a surprise, which is where the dispute starts.
A system does not change that. It gives the manager a form to complete and a deadline, and an avoidant manager will write something vague and submit it. Now the vague assessment is on the record, which is worse than nothing, because it contradicts whatever you say later.
The tool is worth having, and it needs to arrive alongside manager training on giving direct feedback early. Rolled out on its own it documents the avoidance rather than fixing it.
