A hand washing course delivered online and assessed by multiple choice tells you somebody can identify correct technique. It does not tell you whether they use it.
That gap is why hand hygiene compliance in health and care settings is measured by direct observation rather than by testing knowledge. Auditors watch what happens during care episodes and record whether the moment was taken.
Which means an online course is the knowledge component and not the whole control. Pairing it with observation, and feeding results back to the team rather than upward to management, is what changes behaviour.
Observation data used to identify which moments get missed is useful. The same data used to name individuals stops being reported honestly.
