How does HCM differ from HRM and HRIS in a way that changes a purchase? Usually it does not, and treating the label as the decision costs time.
What actually determines scope is which modules you licence and switch on. An organisation buying an HCM product and using only records and leave has an HRIS. An organisation buying an HRMS and running recruitment, learning and performance through it has, in practice, an HCM.
The distinction is more useful in the other direction. HCM carries an implied philosophy, that people are an asset to be developed rather than an administrative cost. That framing tells you where a vendor puts its effort.
Compare processes rather than categories, and ask what the product does natively rather than what the category is supposed to include.
