The arithmetic defeats it. Filter a result by team, then by tenure, then by role, and in most organisations you have identified one person. Free text gives people away through subject matter and writing style. And an aggregate report can disclose personal information without containing a single name.
Controls that help. A minimum number of responses before any group is reported, usually five or more, with results suppressed below it. No cross-tabulation below that threshold. Free text reviewed before circulation. And honesty in the invitation about the limits of what can be promised.
Promising more anonymity than the numbers allow is what stops people responding next time.
