HR Policy Compliance
HR policy compliance is reported as an acknowledgement rate, which measures whether somebody clicked a button.
Adherence is the thing that matters and it is harder to see. A policy can be acknowledged by everybody and followed by nobody, and the report will look identical either way.
Some signals do exist. Incidents that reveal a policy was not followed. Complaints describing a process that does not match what the policy says. Managers asking questions the policy already answers, which usually means they have not read it or cannot find it. Exceptions granted informally and never recorded.
Sampling is the honest method. Take one policy, pick five recent situations it should have governed, and check what actually happened. It is uncomfortable and it tells you more than any dashboard.
