HRMS adds operational management on top, typically leave, time and performance. HCM is the broadest of the three, covering the whole employee life cycle including recruitment, learning, succession and workforce planning.
The market version. Vendors use whichever term suits their positioning at the time, and a product labelled HCM is not necessarily any broader in scope than one labelled HRMS.
Use the acronyms to understand what a vendor is claiming about scope, then set them aside and check the actual list of processes the product runs.
The Fair Work Ombudsman covers employee record requirements. This is general information rather than legal advice, and obligations vary by state and territory.
