The human capital management HCM challenges discussed at conferences are strategic. The ones that stop it working are mundane.
Data quality. Job titles entered freehand. Managers not updated after a restructure. Locations recorded three ways. Analysis built on that looks authoritative and is not.
Small numbers. Most Australian organisations are not large enough for the statistics to behave. In a team of nine, one departure moves a rate enormously, and reacting to it as a trend produces initiatives aimed at nothing.
Privacy. Cutting workforce data by team, gender, age and tenure will identify individuals, and an aggregate report can disclose personal information without naming anyone.
Nobody owns it. The data belongs to whoever last needed it for something, which is not an owner.
