If clicking a malicious link results in a conversation with a manager, a note on file, or being named in a report, the rational response is to say nothing and hope. That instinct is not a character flaw. It is what any sensible person does when admitting a mistake carries a cost.
And it is expensive, because the delay is where the damage happens.
The organisations that handle this well say it explicitly and repeatedly. Nobody is in trouble for reporting. They also demonstrate it, because staff watch what happened to the last person before deciding.
