A learning assessment system inherits whatever its questions are worth, and most compliance questions are worth almost nothing.

The common failures are easy to recognise. Questions where the correct answer is obviously the most cautious option. Questions restating a heading from the slide before. Absolutes such as always and never, which give the answer away.

A question that can be answered correctly by somebody who never opened the content is measuring general reasonableness rather than anything they learned.

Better questions describe a realistic situation with a genuine tension in it and ask the person what to do, offering more than one defensible-sounding option. They take considerably longer to write, and they are the only ones that tell you anything useful.
