Mandatory training compliance is reported as a percentage, and the percentage is the least useful part of it.
Where an obligation turns on what an organisation did to prepare people, the question asked afterwards is not what your completion rate was. It is what you did about the people who had not completed.
An organisation at seventy with a documented escalation trail is in a better position than one at ninety-five with nothing recorded about the remainder. The first can show it followed through. The second cannot explain the gap.
Build the trail deliberately. Assignment with a due date. Reminders that are recorded. Escalation to the manager after the deadline. Escalation above that if it continues. And a note of any decision to accept non-completion, with a reason.
