An onboarding process is usually documented as a sequence and experienced as four separate processes that do not quite meet.
Recruitment holds the candidate until the offer is accepted. HR holds the contract, the records and the required statements. IT holds accounts, equipment and access. The manager holds the actual work the person came to do.
Each part generally functions. The failures live in the joins. Equipment ordered after the start date because nobody told IT. A contract signed but never filed. Access granted for the wrong role because the request was copied from someone else. A start date changed and communicated to two of the four.
Naming a single owner for the whole sequence, rather than one owner per stage, is what closes those gaps.
