Regulatory compliance software systems look similar in a demonstration and differ enormously on one point. Does the system arrive knowing your obligations, or do you build that library yourself?
It is the single biggest cost variable and it is rarely on the comparison sheet.
Pre-loaded. The vendor maintains an obligations library for your industry and jurisdiction, and updates it when the law changes. Faster to start, and you are dependent on their currency and coverage.
Self-built. You create the register. Slower and more work, and it fits exactly, including your contractual and funding obligations which no vendor library will contain.
Most organisations need both. A pre-loaded base for the general regulatory layer, and your own entries for accreditation conditions, funder requirements and internal policy commitments.
Ask who updates the library, how often, and what happens to your own entries when they do.
