The usual question about a sexual harassment prevention course is how often to repeat it. Annual is the standard answer, and frequency is the weaker lever.
What changes behaviour is what happens between sessions. A module in March followed by silence until the following March teaches people the topic is an administrative event.
Better markers than the calendar are triggers. On commencement, before anyone starts, not weeks later. On promotion into a supervisory role, since the obligations change. After any incident, refreshed for the team involved. When the policy or the law changes. And when a risk assessment finds a new exposure.
Refresh annually as well if it suits your reporting. It is the trigger-based assignments that demonstrate a system rather than an annual habit, and that distinction is what gets examined.
