There is almost always another way in, even where the policy does not name it clearly. Your manager’s manager. HR directly, without going through the line. A contact officer or designated support person. The board or a director in a small organisation. An external hotline where one exists. Your union.
Two things worth knowing. You are not required to raise it with the person first, and any policy suggesting otherwise does not override that. And if the person controls your shifts, your visa, your probation or your reference, that power imbalance is part of the matter rather than a reason to stay silent.
