WHS training online is usually chosen for reach and cost. Its most useful property is the record it leaves, and that matters when something goes wrong.
After a serious incident, the questions are consistent. Was this worker trained. On what content. When. Was the content relevant to the task involved. Can you produce it.
A toolbox talk with a signed attendance sheet in a folder answers the first two badly and the fourth with difficulty. An online record answers all five in minutes, by person and by content version.
Two things make that record stronger. Keep the content version alongside the completion date, so you can show what the person was actually taught rather than what the current module says. And record contractors and casuals in the same system, since they are the ones most often missing.
