Work Health And Safety Training
Work health and safety training and consultation are separate duties, and organisations regularly satisfy the first while believing it covers the second.
Training tells workers what the hazards are and how to work safely. Consultation requires you to involve them in decisions about health and safety, share relevant information, give them a reasonable opportunity to express views, and take those views into account.
The distinction is direction. Training runs one way. Consultation has to run both.
The practical test is whether anything ever changes because of what workers said. A toolbox talk announcing a new procedure is training. Asking the people who do the task what would make it safer, before the procedure is written, is consultation. The second produces better controls and it is the one that is legally required in its own right.
