Work health and safety training courses are usually reassigned once a year because that suits reporting. Setting intervals by risk instead is both cheaper and more defensible.
Higher risk, shorter interval. Where the consequence of getting it wrong is serious injury, and where the task is performed infrequently enough that skill fades. Confined spaces, working at height, plant operation, and people-moving in care.
Lower risk, longer interval. General duties, reporting routes and hazard awareness for office-based staff. The content rarely changes and the knowledge does not decay quickly.
Event-triggered regardless of interval. After an incident in that team, on a change to the task or equipment, on promotion to a supervisory role, and when the law or your procedure changes.
An annual cycle applied to everything produces a large administrative event and very little learning.
