A roster that is operationally sensible can breach several of those at once, and the person building it usually has no way of knowing.
The other recurring challenge is change on the day. Swaps, call-ins and early finishes happen verbally on the floor and never reach the system at all, so what was eventually paid does not match what actually happened.
