The reason is that they are rarely optional. A quiz is scheduled during work hours, attendance is visible, and not attending is noticed. What was offered as a break becomes another obligation, held at the end of a day somebody wanted to finish.
The ones that work share three features. Genuinely optional, with no register of who came. Short. And built around something people already have in common rather than something invented for the purpose.
The better test is whether people would still choose it if their manager could not see who attended. If the answer is no, it is not engagement, it is attendance.
