HR Manual Template
An HR manual template is really a decision about order. The policies themselves are usually fine. What fails is that nobody can find the one they need.
Manuals are often ordered by when each policy was written, or alphabetically, which spreads related material across the document. Someone looking for what to do about a bullying complaint has to know it sits under conduct rather than grievances.
Ordering by the reader’s situation works better. Starting out, covering induction, conduct and the basics. Working here, covering leave, flexibility, expenses and property. Staying safe, covering work health and safety, incidents and wellbeing. Something has gone wrong, covering grievances, complaints, investigations and whistleblowing.
Then give it a contents page that names situations rather than policy titles, because that is what people search for.
