A policy states a position. What the organisation stands for, what is expected, what is not tolerated. It is short, it rarely changes, and it is the document people acknowledge.
A procedure states the steps. Who does what, in what order, by when, using which form. It changes often, because systems and roles change.
When both live in one document, every operational change forces a fresh acknowledgement round for a document whose substance has not moved. People stop reading it. Splitting them means the policy stays stable and acknowledged, while the procedure can be updated without a full reissue.
It also makes the policy shorter, which is the single biggest factor in whether anyone reads it.
