Human Resource Policy Template
A human resource policy template becomes a live policy at the point people acknowledge it, not at the point it is published to the intranet.
That distinction matters because the question asked afterwards is rarely whether a policy existed. It is whether the person knew about it. A document sitting in a shared folder is a weak answer.
What holds up better is a record showing the version issued, the date, who it went to, who opened it, who acknowledged it, and what happened with the people who did not. Reissue on change, and cover new starters at induction as a matter of course.
Training strengthens the same trail, because it evidences understanding rather than receipt. Acknowledgement shows someone saw it. Completed training shows they engaged with what it said.
