Human resource policy templates create a version problem the moment more than one person can edit them.
It happens the same way every time. A site saves a local copy and adds a paragraph. A manager emails a policy as an attachment. A department writes its own variation. Two years later there are four versions of the bullying policy and nobody can say which one people acknowledged.
The consequence is not only untidy. If a matter is investigated, you have to state which policy applied to that person on that date. Four versions makes that answer difficult.
One source of truth is the control. A single stored master for each policy, edit rights held by a named owner, and distribution by link rather than attachment so there is no second copy to drift.
