PPE Course
A PPE course commonly covers the equipment and how to wear it, and stops short of the judgement people actually need.
Five things belong in it. Where PPE sits in the hierarchy of control, so nobody treats it as the primary answer. Which equipment applies to which task here, using your own work rather than generic examples. How to check it before use and what damage looks like. How to report equipment that does not fit or has failed. And what to do when the task cannot be done safely even with PPE, which is the part almost always omitted.
That last point is the one that actually prevents an incident, because it gives people explicit permission to stop and raise it.
